You can reguister at scriptlance.com and find a programmer to build or clone you a website, to posting ads on different internet websites for you.
Go to google, and do a search for computer programmers, and they work just like ebay actually, except they usually bid the price down. If you wanted for example, a website built, you would advertise that you want a website built, and the programmers would bid on the job, some might say $100, and someone else might say $50 or even less. They have feedback just like ebay and other auction sites, and you can talk to the potential candidates, and pick the right one for you. I have used many computer progammers from overseas for all sorts of projects I experiment with, and they are usually great, as long as you pick ones with good feedback.
